ISCA is partnering the Ministry of Culture, Community and Youth – Office of the Commissioner of Charities and SG Cares Office to support the Charity Sector through various initiatives and to promote skills-based volunteerism within the Singapore accountancy sector. This collaboration is intended to support the enhancement of governance as well as management capabilities and capacities of charities, Institutions of a Public Character (IPCs) and non-profit organisations (NPOs), in particular, those which are smaller and may have limited resources.

For Charities and Not-for-profit Organisations

The Community Accounting Programme was developed in collaboration with the Office of the Commissioner of Charities and the National Council of Social Service, to support charities in digitalising their accounting and finance processes to strengthen their governance and accounting capabilities. 

Supported by industry experts from the accountancy sector, the Programme aims to accelerate the digital transformation of charities and not-for-profits organisations (NPOs) in Singapore, especially for smaller charities and organisations with limited resources by: 

  1. reviewing and improving their processes and controls to foster better risk management which will boost stakeholder confidence; and 
  2. supporting the implementation of accounting software to strengthen documentation practices and improve their financial operations for better accountability and governance. 

Eligibility Criteria for Charities / Organisations 

  1. Exempt and registered charities, Institutions of a Public Character, Co-operative Societies and NPOs; and  
  2. Gross annual receipts or expenditure (whichever is higher) of less than S$10 million in the preceding financial year.

Charities are expected to implement appropriate mitigating measures to safeguard themselves against potential abuse for illicit purposes, including money laundering and terrorist financing, as charities may be misused as conduits for the movement of illegal funds.

In collaboration with the Office of the Commissioner of Charities, ISCA set up a Charities Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Services Panel to provide charities with subsidised services to help strengthen their AML/CFT measures.

ISCA's Charities AML/CFT Services Panel offers the following services.

Services Description of Services 

Due Diligence Screening 

  1. Screening 
  2. Screening and Review of Results (for matched results)
  1. The name of the individual/ entity will be screened against sanction lists, watchlists, adverse news etc. using a screening tool. 
  2. ISCA’s members and firms will conduct a review of the screening result if needed. 
  3. Provided on a low bono basis. 
Consultancy Services This involves understanding the charity’s operations, activities and funding sources, identifying and assessing risks areas to help draft AML/CFT policies and procedures for the charity.  
Depending on the needs of the charity, this can include providing implementation support and ongoing monitoring. 
Charities can tap on the Charities Capability Fund for support.
