24 April 2025 – The Institute of Singapore Chartered Accountants (ISCA) has signed a Memorandum of Understanding (MOU) with Nanjing University of Finance & Economics (NUFE) to establish new pathways for students in Nanjing to pursue the Singapore Chartered Accountant Qualification (SCAQ). This marks ISCA’s first collaboration with a university in Nanjing and its second in China, furthering its goal of partnering with at least five accredited Chinese universities by the end of 2025.
This strategic partnership is part of ISCA’s broader efforts to expand its global presence and deepen professional ties in China. It follows ISCA’s establishment of its first representative office in Nanjing at the Singapore-Nanjing Eco Hi-Tech Island in December 2024 — an initiative that supports cross-border collaboration and business expansion. The partnership also addresses the growing demand for qualified accounting professionals in Singapore and China by developing a talent pipeline equipped with internationally recognised credentials, essential for supporting business growth, financial integrity, and sustainable development.
Under the MOU, students from four NUFE majors — Accounting, Financial Management, Auditing, and Asset Assessment, will undergo the SCAQ programme. Upon passing the Foundation Programme, the students will be accorded the ISCA Professional Business Accountant designation and continue acquiring work experience to complete the professional stage, ultimately attaining the Chartered Accountant of Singapore designation.
In addition, ISCA will offer a wide range of resources to support NUFE students in their journey to obtaining the professional qualification. These resources include study support, tuition classes, mentorship, internships, and career matching services. All new SCAQ candidates from NUFE will be given ISCA Associate Membership to be a part of the ISCA community, granting them access to professional resources, mentorship, and access to ISCA’s wide industry networks. To kickstart the programme, ISCA will offer scholarships annually NUFE’s accounting college students, and will nurture them to become ISCA ambassadors.
The MOU was signed by Ms Fann Kor, CEO of ISCA, and Professor Yao Wenyun, Standing Committee Member and Vice President of NUFE in Singapore today during the Singapore-Nanjing Economic and Trade Cooperation and Exchange Conference, witnessed by Mr Chen Zhichang, Mayor of Nanjing. The signing ceremony is part of a series of MOUs between Singapore and Nanjing, aimed at enhancing economic and people-to-people ties between both countries. The ceremony was attended by representatives from both the Singaporean and Chinese governments, business chambers, educational institutions, and industry leaders in attendance. This marks ISCA's growing collaboration with Chinese institutions of higher learning and a stronger partnership with Nanjing in the field of education.
