17 July 2019 – With Asia’s infrastructure sector set to boom over the next decade, the Institute of Singapore Chartered Accountants (ISCA) has launched the ISCA Infrastructure & Project Finance Qualification (ISCA IPFQ) to meet the sector’s training needs for infrastructure and project finance professionals. The qualification was launched today at the ISCA Professional Accountants in Business Conference, which was graced by Ms. Indranee Rajah, Minister in the Prime Minister’s Office and Second Minister for Finance and Education.
Demand for urban infrastructure and services is expected to grow strongly, with infrastructure investments in developing Asia projected to be worth S$28.5 trillion from 2016 to 2030[1]. To support Asia’s social and economic growth through infrastructure development, the Singapore Government has set up Infrastructure Asia to promoteinfrastructure financing and development in the region through early project scoping, best practice sharing, deal brokering, and harnessing Singapore’s best-in-class infrastructure ecosystem.
The ISCA Infrastructure & Project Finance Qualification is developed by ISCA in collaboration with EY Singapore and supported by Infrastructure Asia.
Those who have completed the qualification will be conferred the ISCA Infrastructure & Project Finance Professional Credential (ISCA IPFP Credential). This credential is the first in Asia to be conferred by a professional body.

With the qualification, we aim to support the sector’s training needs for skilled talent by providing a pathway for accountancy professionals to specialise in this niche and growing field.”
About the ISCA Infrastructure & Project Finance Qualification
The ISCA Infrastructure & Project Finance Qualification comprises three modules, with six days of practical workshops. Those who sign up for the qualification will develop specialised skills in project development and procurement processes, project finance, financial modelling, risk management and contract considerations. Upon completion of all the modules and attaining at least three years of recent and relevant work experience in infrastructure and project finance-related fields, individuals will be conferred the ISCA Infrastructure & Project Finance Professional (ISCA IPFP) Credential. Existing infrastructure and project finance professionals with the requisite experience can qualify for a one-off grandfathering scheme to attain the Credential.
The ISCA Infrastructure & Project Finance Qualification is currently the only qualification in Asia that leads to the conferment of a professional Credential. The qualification targets entry-level professionals who wish to specialise in Infrastructure and Project Finance, thus reducing the barrier to entry for those who wish to enter the industry. In comparison to other existing courses in the market, the content coverage of the Qualification is comprehensive and covers key topics tailored to the industry’s needs, with discussions based on case studies in ASEAN. The Qualification is also practical, with structured workshops complementing the on-the-job training sessions candidates will go through.
