Judy Ng, DBS’ CFO of Institutional Banking Group, Elected to ISCA Council and Seven ISCA Council Members have been Re-elected

24 April, 2021 – Ms Judy Ng, Chief Financial Officer, Institutional Banking Group, DBS Bank, has been elected Council Member of the national accountancy body, the Institute of Singapore Chartered Accountants (ISCA). Mr Roger Tay, Co-Head of Advisory at KPMG LLP, has been re-elected Treasurer by the Council for a term of two years until ISCA’s Annual General Meeting (AGM) in 2023.

In addition to Ms Ng’s election, seven Council Members were re-elected at ISCA’s 2020/2021 AGM today. The AGM was held virtually, in adherence with the Singapore government’s safe distancing measures to reduce the risk of community spread of COVID-19. The re-election of Mr Tay as Treasurer took place at a Council Meeting following the conclusion of ISCA’s AGM.

The seven re-elected Council Members are:

Mr Kon Yin Tong, President of ISCA said, “We are pleased to welcome Judy to the ISCA Council. Judy’s broad experience in banking and deep expertise as a finance leader will be invaluable to ISCA as we continue to support our members and the profession through the COVID-19 global pandemic. Roger has contributed his time and skills to the Institute as Treasurer in the last two years. We are grateful that we can continue to tap his expertise, with his re-election as Treasurer.”

Besides Mr Roger Tay who was re-elected Treasurer, the other office-bearers in ISCA’s Council continue to be Mr Kon Yin Tong as President, Ms Yvonne Chan as Vice-President, and Mr Kelvin Tan as Secretary.

Annex – Biographies of New and Re-elected Council Members

New Council Member
Ms Judy Ng 黄美廉, CA (Singapore)
CFO, Institutional Banking Group, DBS Bank


Ms Judy Ng is the CFO for the Institutional Banking Business Group (IBG) at DBS Bank. As part of the core management team, she works closely with the IBG Group Business Head in providing strategic recommendations, leadership, direction and management of the financial goals, objectives and planning.

The role requires being at the forefront of managing the implications of changes arising from macro-economic, geopolitical, regulatory, business & human resource changes; and recommending re-pivots to the business.

Ms Ng is a Finance professional with 30 years of experience in Banking & Financial Services. She is a Chartered Accountant of Singapore and holds a Master’s in Applied Finance. Prior to joining DBS Bank, she worked for many years in a foreign bank and started her career at KPMG. Her experience spans coverage for banking, securities & insurance.

Mr Roger Tay Puay Cheng 郑培深, FCA (Singapore)

Mr Tay is a Fellow Chartered Accountant of Singapore. He has served in the ISCA Council since 2017, including as Treasurer since 2019. He is a member of the ISCA Nominations Committee. He had served as Chairman of ISCA’s Membership Committee and Corporate Finance Committee, as well as a member of the ISCA Investment Committee.

Mr Tay has over 27 years of experience in the provision of audit services, servicing multinational and public listed companies from a wide range of industries. He has also acted as reporting accountant for companies undertaking Initial Public Offering and Reverse Takeover exercise. Leveraging his extensive experience in serving public and private companies, Mr Tay has led numerous corporate structuring work involving the repositioning of the corporate structure and the implementation of the group structuring plan. In addition, he acts as liquidator, judicial manager, and receiver and manager for several high-profile engagements.

Mr Tay holds a Bachelor of Accountancy (Honours) degree from the National University of Singapore.

He is a member of the Singapore Accountancy Commission’s Learning and Assessment Committee – Professional Programme for the Singapore Chartered Accountant Qualification and also an Associate of the Insolvency Practitioners of Singapore Limited.

Ms Yvonne Chan Mei Chuen 曾美君, FCA (Singapore)
Director of Finance, Procurement & Administration, Enterprise Singapore

Ms Yvonne Chan is a Fellow Chartered Accountant of Singapore, serving as Vice President and Executive Committee member of ISCA since 2018. She also served as the Chairperson of the ISCA Continuing Professional Education Committee from 2017 to April 2021, and continues to be a committee member.

Ms Chan is the Director (Finance, Procurement & Administration) at Enterprise Singapore (ESG). She is on the Board of Enterprise Singapore Holdings, Enterprise Singapore (Kenya), Infrastructure Asia Pte Ltd, IPI Singapore and Cargo Community Network Pte Ltd. Ms Chan is a strong advocate for corporate governance, process re-engineering, automation, analytics and sustainability matters including charity and diversity. For her Sustainability efforts, she was awarded the top 50 ASEAN Woman Award in 2018.

She held several positions in the private sector MNCs across Asia Pacific for about 15 years before joining the public sector in 2008.

She completed the UCLA-NUS Executive Master of Business Administration under the Maritime and Port Authority of Singapore post-graduate programme and Ministry of Transport Beacon scholarship. Currently, she is a member of the Accountant-General Department’s (AGD) Finance Policy Consultation Group, Ministry of Finance Procurement Council and Vital (Government Shared Services) Advisory Panel. In her personal capacity, she is the Asst Honorary Treasurer of Cerebral Palsy Alliance of Singapore and member of the Staff Committee.

Mr Tan Kuang Hui 陈光辉, CA (Singapore)
Chief Executive and Managing Partner, Crowe Singapore


Mr Tan Kuang Hui is a Chartered Accountant of Singapore. He was also a member of the ISCA Investigation and Disciplinary Panel from 2013 to 2019. He is a member of the ISCA Ethics Committee.

Mr Tan has over 25 years of experience in the audit and financial consulting services, providing audit and financial consulting services to a broad range of clients including financial institutions, technology, manufacturing, trading, publishing and agricultural companies.

As Chief Executive and Managing Partner of Crowe Singapore, Mr Tan leads the company comprising 11 partners and approximately 200 professionals.

He is particularly well-versed in business in the People’s Republic of China, accounting and tax matters. In addition, Mr Tan is currently a member of the Board of Directors of Crowe Global.

Mr Tan holds a Bachelor of Accountancy degree from Nanyang Technological University. Under his tenure, Crowe Singapore was awarded the Best Practice Award in 2016, and the Best Growth Award in 2018 at the Singapore Accountancy Awards.

Mr Darren Tan Siew Peng 陈首平, FCA (Singapore)
Chief Financial Officer, OCBC Bank


Mr Tan is a Fellow Chartered Accountant of Singapore. He is Chairman of ISCA’s Investment Committee and a member of ISCA’s CFO Committee.

As Chief Financial Officer (CFO) of OCBC Bank, he oversees financial, regulatory and management accounting, tax, treasury financial control, corporate treasury, funding and capital management, corporate planning and development and investor relations. He joined OCBC Bank in March 2007 as Head of Asset Liability Management in Global Treasury and assumed the role of Deputy CFO in May 2011. Prior to joining OCBC, Mr Tan worked for 13 years in the Government of Singapore Investment Corporation (GIC), with his last position in GIC as Head of Money Markets.

Mr Tan graduated with First Class Honours in Accountancy from Nanyang Technological University (NTU). He also attended the Executive Program at Stanford Business School in 2005 and is currently an Adjunct Professor with the Nanyang Business School at NTU. Mr Tan was awarded the Best CFO 2016 by FinanceAsia, a publication that covers investment banking, capital markets and strategic corporate finance in Asia Pacific.

Mr Kelvin Tan Wee Peng 陈伟平, FCA (Singapore)
Adjunct Associate Professor, NUS Business School


Mr Tan is a Fellow Chartered Accountant of Singapore, serving as Secretary and Executive Committee member of ISCA since 2018. He is also a member of the ISCA Investment Committee and the ISCA Nominations Committee. He had served as a member of the ISCA Corporate Governance and Risk Management Committee and the ISCA Continuing Professional Education Committee, and Advisor of the ISCA Young Professionals Advisory Committee.

Mr Tan is an investment director with Makara Capital Partners, and Adjunct Associate Professor at NUS Business School. He has more than 30 years of professional experience and has held senior management positions at AETOS Security Management, PSA International, and Temasek Holdings. He was a consultant advising companies investing in China and served in the Singapore Police Force. A Local Merit Scholar (Police Service), Mr Tan holds a Bachelor in Accountancy (First Class Honours) and a Master in Business Administration from the National University of Singapore (NUS). He also attended the Programme for Management Development at Harvard Business School.

Mr Tan currently holds directorship appointments and advisory positions with numerous private and public-listed companies. He is also a member of the Singapore Institute of Directors.

Mr Don Wee Boon Hong 黄文鸿, CA (Singapore)
Member of Parliament
Senior Vice-President, United Overseas Bank


Mr Don Wee Boon Hong is a Chartered Accountant of Singapore and an ASEAN Chartered Professional Accountant. He will be Advisor of the ISCA Young Professionals Advisory Committee from April 2021. Don had served as a member of the ISCA Continuing Professional Education Committee.

Mr Wee is a Senior Vice President of United Overseas Bank Limited. Prior to UOB, Mr Wee held the position of Senior Vice President of HSBC. In addition, Mr Wee was also involved in the accountancy profession as a Workshop Facilitator and an Exam Marker for the Singapore Chartered Accountant Qualification.

Mr Wee is a Member of Parliament for Chua Chu Kang GRC. He also serves as Court-appointed Deputy, Office of the Public Guardian, and the Institute of Mental Health Visitors’ Board Member. He is on the school advisory committee of Nan Hua School and the Advisory Council on Community Relations in Defence, under the Ministry of Defence as well as Advisor to the Union of Institute of Technical Education (ITE) Training Staff.

Mr Wee holds a Master of Business Administration, as well as a Master of Public Administration. He had also completed the Chartered Valuer & Appraiser Programme.

Mr Christopher Wong Mun Yick 黄萬益, FCA (Singapore)
Head of Assurance and Audit Partner, Ernst & Young LLP


Mr Christopher Wong is a Fellow Chartered Accountant of Singapore. He is a member of the ISCA Membership Committee and the ISCA Nominations Committee.

Mr Wong is the Head of Assurance and Audit Partner in Ernst & Young LLP. He has extensive experience in serving public listed, private and multinational companies from a range of industry sectors and some of these in a senior capacity as the Global Client service partner. He previously held the role of the firm’s Staff partner.

He serves on the Board of Trustees of the St Joseph’s Institution Philanthropic Fund and is also its Audit Committee Chairman. He is also on the Board and Audit Committee of Trailblazer Foundation Ltd. Mr Wong is a member of the Accounting Advisory Board of the National University of Singapore Business School and a member of the Industry Advisory Committee for Accountancy at the Singapore Institute of Technology.

Mr Wong holds a Bachelor of Accountancy degree from the National University of Singapore, as well as a Master of Business Administration from the International Management Centre, United Kingdom.
