The Institute of Singapore Chartered Accountants (ISCA) is the national accountancy body of Singapore. ISCA’s vision is to be a globally recognised professional accountancy body, bringing value to our members, the profession and wider community. There are over 32,000 ISCA members making their stride in businesses across industries in Singapore and around the world.
Established in 1963, ISCA is an advocate of the interests of the profession. Possessing a Global Mindset, with Asian Insights, ISCA leverages its regional expertise, knowledge, and networks with diverse stakeholders to contribute towards Singapore’s transformation into a global accountancy hub.
ISCA is the Administrator of the Singapore CA Qualification and the Designated Entity to confer the Chartered Accountant of Singapore - CA (Singapore) - designation.
In recognition of their membership and accomplishments, ISCA will be issuing digital credentials to all members who complete milestones and certification courses. To enable this, ISCA invites vendors to provide a proposal for a commercially available end-to-end solution for creating, issuing and managing digital credentials.
Scope of Work
1. General Requirements
1.1. The proposed solution must be an enterprise class Open Badge platform that is commercially available. It shall support the following features:
Enable the creation, issuance, revocation, extension, and management of badges, including tagging and classifications
Provide means for potential employers to verify the authenticity and validity of the badges earned by an individual
Facilitate sharing of badges via platforms such as Facebook, LinkedIn, Twitter, email, standard URL and embedded HTML
Allow bulk creation of badges using a comma delimited text file (.csv)
1.2. The proposed solution must provide reports and analytics on the following:
Number of badges issued, pending acceptance, accepted, rejected and revoked
Number of views of badges for each earner
On which platforms the badges are being shared and the number of times it has been shared
2. Badge Artwork
2.1. ISCA will engage a digital agency to create an artwork for each of the following badges.
2.2. As the same artwork will be used for each variant, the proposed solution shall incorporate the earner name and variant name in the badge to make each badge personalised to the earner.
Based on Membership Categories e.g. Affiliate, Associate, CA (Singapore), FCA (Singapore)
Based on number of membership years e.g. 5, 10, 20, 30, 40, 50 years
Based on the name of certification
Based on the name of specification
3.1. The proposed solution must have readily available application programming interfaces (APIs) to enable the automation of account creation, badge issuance, setting of badge expiration date based on qualifying criteria, and single sign-on from the Salesforce CRM system. These APIs must support REST API, JSON format and OAUTH 2.
3.2. Full documentation and technical support must be made readily available to ISCA.
4. Project Volume
4.1. In the first year:
All members (estimate 32,500) will each receive a badge depicting their membership category and membership subscription period.
An estimate of 5,300 additional badges will be issued to these members for the Milestone Awards, CPE Certifications, and/or Specialisations.
4.2. In the second and subsequent years:
An estimate of 1,500 new members will join ISCA and a badge depicting their membership category and membership subscription period will be issued to them.
An estimate of 4,500 additional badges will be issued to existing members for the Milestone Awards, CPE Certifications, and/or Specialisations.
All members (estimate 32,500) with membership badges from Year 1 will each receive an extension of the validity of the badge, upon renewal of membership in subsequent years.

Additional details and assumptions may be included as deemed fit. All proposals/quotations must be valid until 31 August 2018.
ISCA shall be under no obligation to accept the quotation with the lowest quote, or to enter into correspondence with any vendor regarding the reasons for non-acceptance of a quotation. ISCA reserves the right, unless the vendor expressly stipulates to the contrary in its quotation, to accept only such portion(s) of a quotation as ISCA may in its sole discretion decide and the quotation shall be adjusted accordingly.
