Seven new leaders join ICPAS council

- Office-bearers elected: Ernest Kan re-elected President, R.Dhinakaran elected Vice-President and Ho Tuck Chuen elected Treasurer
Singapore, April 30, 2012 – Seven distinguished members have come on board ICPAS’ Council. As Council Members, they will provide strategic direction and counsel for the Institute in its mission to develop the accountancy profession. With the injection of fresh leadership talent, one third of the ICPAS Council now comprises new members.
The new Council Members are
-Mr Frankie Chia, Managing Partner and International Liaison Partner, BDO LLP
-Mr Michael Chin, Deputy Managing Partner, Head of Audit and Assurance, PKF-CAP LLP
-Ms Genevieve Chua, Managing Director of Spicers Paper Singapore
-Mr Vincent Lim, Regional Financial Controller, Motorola Solutions,
-Mr Max Loh, Country Managing Partner of Ernst & Young LLP in Singapore.
-Ms Lim Kexin, Tax Manager, PwC Singapore and
-Ms Danielle Yew, Former Director (Corporate Services Division), Ministry of Trade and Industry who is currently on leave from MTI
Election of Office Bearers
At the Council Meeting held after ICPAS’ AGM, the following Council Members were elected as office-bearers:
-Dr Ernest Kan, Chief-of-Operations (Clients & Markets) of Deloitte Singapore, was re-elected as ICPAS President
-Nominated Member of Parliament Mr R. Dhinakaran, Managing Director, Jay Gee Group of Companies was elected as Vice-President
-Mr Ho Tuck Chuen, Group CFO of JTC Corp, was elected as Treasurer
The office bearers form the Executive Committee (“EXCO”) of the Council. The EXCO members meet monthly to provide counsel and direction on policy and strategic matters at the Institute, and exercises general oversight of the work programmes and initiatives of the Institute.
Diverse Representation, Younger Age Profile
The new Council Members are leaders in their fields and range in age from those in their twenties to fifties. The youngest member, Ms Lim Kexin, is in her late 20s. The more youthful age profile of the leadership team now more closely matches the age demographic of ICPAS members. 82 percent of ICPAS members are below the age of 50, with close to 60% below the age of 40.
ICPAS Adviser and Minister of State for Trade and Industry, Mr Teo Ser Luck, said, “The next few years are vital for ICPAS, in the light of the Committee to Develop the Accountancy Sector’s recommendations for Singapore to be a global accountancy hub by 2020. Our new Council Members will have a key role as part of the leadership team in providing counsel to steer ICPAS towards its goal to be a global accountancy body. ”
ICPAS President Dr Ernest Kan said “The Institute has made good progress in leadership renewal, with seven out of 20 Council Members being new faces. We are pleased to welcome these distinguished individuals, among whom are Managing Partners or Deputy Managing Partners of Big 4 and Mid-Tier firms, a Managing Director and regional financial controller of an MNC. The new Council Members, with their diverse backgrounds and strengths, will add dynamism and new perspectives in setting the strategic direction for ICPAS.”

Mr Frankie Chia, FCPA Singapore
Managing Partner, BDO LLP
Mr Chia is responsible for the overall operation of BDO LLP in Singapore. He has over 30 years of experience in the accounting and consulting industry. His clients range from small and medium-sized companies to listed companies and MNCs. His expertise is in the practice of audit, tax and business advisory. This includes corporate restructuring, mergers, acquisitions, general consultancy, business recovery and insolvency.
Mr Michael Chin, FPCA Singapore
Deputy Managing Partner, Head of Audit and Assurance, PKF-CAP LLP
Co-founding Director, PKF-CAP Advisory Partners Pte Ltd
Mr Chin has more than 30 years of experience and has been involved in audit of listed companies, MNCs and SMEs of diverse industries, financial due diligence, public listing of companies, fraud investigation, business valuation, internal audit, corporate governance review and litigation support (expert witness). He holds a Bachelor of Arts (Honours) degree in Accounting and Finance from Lancaster University. Michael serves as Independent Director mainly as Audit Committee Chairman to several listed companies. He is a member of the Institute of Internal Auditors, Singapore.
Ms Genevieve Chua, CPA Singapore
Managing Director of Spicers Paper Singapore Pte Ltd
Ms Chua heads Spicers Paper, a subsidiary of PaperlinX, one of the world's leading merchants of paper, communication materials and diversified products and services. Genevieve joined Spicers Paper Singapore as Chief accountant and Company Secretary in 1990 and rose through the ranks to be its Managing Director in 2006. She has more than 25 years of experience as a professional accountant, and has been MD of Spicers Paper Singapore since 2006. She also serves as honorary treasurer of the Print and Media Association of Singapore and is a board member of the Programme for the Endorsement of Forest Certification (PEFC) Geneva, an international non-profit organization which promotes sustainable forest management.
Ms Danielle Yew, FCPA Singapore, CFA
Currently on leave from Ministry of Trade and Industry
Danielle has extensive experience in both the private and government sectors. She started her 20-year career in a Big Four firm and global investment banks before joining the Singapore Civil Service. At KPMG, she was involved in Audit, Consulting and Corporate Finance areas, while as an equity analyst in Salomon Brothers and Goldman Sachs, she made stock recommendations and assisted in Investment Banking assignments. At the civil service, she held various Director positions at the Ministry of Finance, Ministry of Community, Youth and Sports, and MTI. She was also a Senior Research Fellow at the Civil Service College.
Ms Lim Kexin, CPA Singapore
Tax Manager, PwC Singapore
Kexin graduated from the Singapore Management University as Valedictorian in 2005 and launched her dynamic tax career with PwC Singapore, where she advises top-tier clients in the financial services industry on local and international tax matters. An avid youth advocate and community volunteer, Kexin is a member of PwC China, Hong Kong, Singapore and Taiwan’s Corporate Responsibility Steering Committee and Council Member of the National Youth Council, among other varied involvements. A frequent public speaker, Kexin has represented Singapore internationally, co-published tax articles and has been widely profiled in the media. For her well-rounded achievements, Financial Times-RBS Coutts named her “Rising Star” at the Women in Asia awards and Her World magazine featured her as one of Singapore’s most inspiring women under 40. ICPAS made her its brand ambassador in 2010.
Mr Max Loh, FCPA Singapore
Country Managing Partner, Ernst & Young LLP
Mr Loh has overall responsibilities for the operation of Ernst & Young in Singapore, and is Managing Partner of the ASEAN Sub-Area. He has over 24 years of experience in providing audit and business advisory services to a broad range of clients. He has served as Audit
partner on both listed and private companies, and is experienced in leading teams to be reporting accountants for company listings. He has also taken on the reporting auditor role in reverse takeover exercises. In addition, he has assisted Singapore companies in performing due diligence reviews in connection with their acquisition of companies. He is also experienced in strategic planning, re-organisation and operations improvement projects for companies as part of their globalisation and listing efforts. He has also handled the finance modules of the privatisation of statutory boards, and performed a special internal control review for a listed company.
Mr Vincent Lim, CPA Singapore
Regional Financial Controller, Motorola Solutions
Mr Lim is the Regional Financial Controller in Motorola Solutions and is responsible for the overall financial matters of its Government and Enterprise Solutions Businesses in the region. He has 18 years of financial experience. Mr Lim is a seasoned service practitioner, having co-authored "Common Sense Service Measurement" book, which introduces the 3-Point service measurement model. He is also an advocate for public speaking and social volunteering, having won 3 national and regional speech contests and being a storyteller for children at public libraries. Mr Lim holds a Master’s degree in Business Administration from the UK.
