ISCA Cares Bursary for SCAQ Foundation Programme Candidates
In line with ISCA Cares’ mission to support underprivileged Singaporean youths in achieving their accountancy aspirations, the ISCA Cares Bursary extends financial support to non-accountancy undergraduates from local universities and local polytechnic graduates who are taking the SCAQ Foundation Programme. This bursary offers subsidies for the SCAQ Foundation Programme and a living allowance, helping our future Chartered Accountants of Singapore to achieve their goals.
Bursary for SCAQ candidates and Application Process
The bursary will cover the following:
SCAQ Foundation Programme (FP) Fees
- One-time application fee - S$109 (if applicable)
- Annual candidature fee (chargeable for candidates who have been in the Programme from 2nd year onwards) - S$109
- Foundation Programme (FP) module exam fee - S$327 per module
- Foundation Programme module exemption fee - S$218 per module
Note: All eligible candidates will be reimbursed for the one-time application fee or annual candidature fee and exam/exemption fees for up to 2 FP modules per year.
Living Allowance
- S$2,500 per year
Eligibility Criteria
- Singapore citizen (SC) or permanent resident (PR)
- Local university Non-accountancy students, OR
- Local polytechnics accountancy and Non-accountancy Graduates
- Monthly Per Capita Income (Monthly PCI)**: $1,500 and below
- Living in a HDB 4-room flat (or equivalent) or a smaller unit
- You must be an SCAQ Foundation Programme (FP) candidate, and have enrolled for module exams of the year or have been granted module exemptions. (candidates enrolled but not taking exams for the year will not be eligible)
Note: If you are an accountancy student from a local University or Polytechnic:
- For the SCAQ programme sponsorship, you may refer to the Accelerated Pathway Programme (only applicable to accountancy undergraduates from local universities)
- For assistance on university or polytechnic tuition fees, you may refer to ISCA Cares Bursary Award
Terms and Conditions:
- Candidates are required to pass the SCAQ FP exam(s) that he/she has enrolled in.
- Financial assistance may be withdrawn at any time if, in the opinion of ISCA Cares, the recipient’s progress or behaviour is deemed unsatisfactory.
Notes:
- Per Capita Income (MCPI)** = Total Gross Monthly Income of ALL family members^/ Number of family members^
^ Family members living together in the same household, as reflected on the NRIC. - Definition of Total Gross Monthly Income
- Includes employee’s CPF contributions, income contributions from self-employment, business or salaried employment which
- include basic salary, allowances, overtime pay and other sources of income such as rent, alimony, pension, etc
- If bonuses are declared, it should be computed as one twelfth of the annual wage supplements and bonuses received in the last twelve months.
- The monthly financial support from divorced/separated parent or spouse such as alimony and contributions to support children/ household should be included.
- National Service (NS) allowance earned by NSF is excluded.
Application Process
Eligible candidates are required to pay for SCAQ programme fees (i.e. one-time application fee or annual candidature fee and FP module exam/exemption fees) on their own upon enrolment of the programme and exams. After which, you are to submit the required
documents such as proof of income, payment receipts and exam results as described in steps 2 and 3 below.
ISCA Cares will review your eligibility for the bursary award and provide reimbursement accordingly.
How to Apply
Download and complete the ISCA Cares application form
Provide supporting documents for income (eg. payslips etc) of all the family members who are earning income in the household for the month of your enrolment for SCAQ FP module exam/exemption.
Email the above to iscacares@isca.org.sg (email subject format “SCAQ Bursary 2024_Your Full Name”). You are strongly encouraged to password protect these documents and email the password to us separately.
You will be informed via email on your eligibility for the Bursary. After which, you will be asked to provide receipts of SCAQ application fee / annual candidature fee, module exam fee / module exemption fee for our verification, prior to our disbursement of the award.
Application is now open until 31 December 2024 for candidates who have enrolled SCAQ FP exams for December 2024. Please submit your application with the relevant supporting documents by 31 December 2024.

Examples
Below are some examples on possible scenarios for your eligibility for ISCA Cares Bursary.
- You have applied and paid for SCAQ Foundation Programme in 2023. In 2024, you have paid the annual candidature fee and enrolled in a module exam (to be taken in December 2024) in September 2024, with a module exemption granted as well. In this case, you are eligible to apply for the bursary where you may be reimbursed with 2024 annual candidature fee and exam module/exemption fee paid in September 2024 together with the living allowance support of $2,500. Please note that the application fee paid in 2023 is not reimbursable. The award of bursary will be subject to ISCA Cares’ evaluation of your application and the passing of your exam upon the release of exam results in early 2025.
- You have registered for SCAQ Foundation Programme in 2024. However, you did not enrol for any module exams in June or December 2024 nor have any exemptions applied. In this case, you are not eligible to apply for the bursary. You may be eligible to apply for the bursary in 2025 if you have paid the annual candidature fee for 2025 and have enrolled and passed the module exams. Bursary award will be subjected to ISCA Cares’ evaluation of your application and the passing of the module exam.
